The Board of Trustees of the Appraisal Foundation is the entity that appoints members to both the Appraiser Qualifications Board and the Appraisal Standards Board. This governance structure places the Foundation’s Board in charge of selecting individuals to serve on those two boards, which in turn develop the qualifications for appraisers (AQB) and the standards for appraisal practice (ASB). The Appraisal Subcommittee oversees the Appraisal Foundation and its boards but does not appoint their members. State regulatory agencies regulate the practice but do not appoint AQB or ASB members.
